Wow. They didn't have color film in 1981 where you were? At first I thought this was a WWII picture, then I actually read the caption.
We were Sea Bees, that film probably was from the `40's.But more likely it was a Jr. JO out of school they told to take interesting pics for the base paper.
All my memories of my time in the Army (77-85) look just like that. I think there was actually less color back then.
